Coming Soon to HCAI – Spring 2025: Attendant Care Services Invoice / October 3, 2024


HCAI is pleased to announce that the Financial Services Regulatory Authority of Ontario (FSRA) has approved the introduction of the Attendant Care Services Invoice (ACSI) into the HCAI system as a pilot, to begin in the spring of 2025.

What is the ACSI?

The ACSI will serve as a standardized invoice used to bill for approved services listed on the Assessment of Attendant Care Needs (also known as Form 1). The Form 1 is a mandatory form in HCAI, and the introduction of the ACSI will benefit business processes by offering a seamless invoicing experience. Attendant care services are typically delivered by in-home personal support companies.

How will the Pilot Work?

The new form will become available as part of HCAI’s spring System Release 3.33. Initially, the ACSI will be introduced to the HCAI system on a voluntary pilot basis for at least one year. Participating health care facilities will be able to submit the ACSI to any Ontario auto insurer enrolled in HCAI. ACSI submissions will follow the existing billing procedures and Service Provider Licensing rules as outlined in the HCAI Guideline.

More detailed information will be shared in the coming months, and as the launch date approaches detailed training material will be available on HCAI’s information resource website, HCAIinfo.ca, to guide you step-by-step through adjudicating an ACSI.

Important Information for Integrating Insurers

The implementation of the ACSI will have optional integration impact. Depending on their setup, some insurers may wish to make changes to their All-Data Extract request message to exclude ACSI documents in the response. The System Release 3.33 bulletin that will be shared later this year will contain more detailed information and we will be hosting integration Town Hall and Q&A sessions for technical teams to learn more and have their questions answered. You can also anticipate the following high-level timeline:

  • System Release 3.33 Bulletin: Q4 2024
  • Technical Document availability: January of 2025
  • Official Testing Period: March to April of 2025
